The Johnson City Public Library Board of Directors establishes policies that govern the operation of Johnson City Public Library.
Board meetings are held at the Library on the third Tuesday of every month at 4:30 p.m., and are always open to the public. View the Library’s policy for public comment at board meetings.

Statement Regarding Collection Review
Tennessee Secretary of State Tre Hargett has requested that public libraries participating in the Regional Library System review their juvenile collections for age appropriateness. Johnson City Public Library is committed to complying with all applicable laws as outlined in our Collection Development Policy. The Library’s staff and Board of Directors are currently conducting this review of the Library’s juvenile materials, which will be completed by the State’s deadline of January 19, 2026.
In his letter requesting the review, Secretary Hargett states: “Library decisions should be shaped by the values of the library’s community.” We agree with this statement, and we are confident that our Children’s Library collection embodies this. We are proud of our well-rounded juvenile collection and the team of librarians who thoughtfully and intentionally develops it. Our team continually updates the collection to reflect the community’s values and interests.
The collection’s relevancy to the life of our community’s kids and families can be seen in the numbers. Every year, the Children’s Library—which houses 38,000 items—sees over 320,000 checkouts. Library users in Johnson City and the Tri-Cities region clearly appreciate and actively use the collection.
